i agree, but wealth redistribution by force is against all the principles than any American should be standing for. as far as vetting process, that's the whole point of our constitution, you can't possibly have an efficient system on the federal level, local communities have the right to make decisions like this and i'll contend it's not wealth redistribution but charity because it will be so easy
